Get ready to light up the streets of Rock Falls for one of the most exciting Halloween celebrations of the year! Join us for the annual Spooktacular Halloween Lighted Golf Cart & UTV Parade, where creativity, Halloween spirit, and community fun come together for a night the whole family can enjoy. Whether you’re decorating with spooky creatures, glowing lights, pumpkins, ghosts, or something completely original, this is your chance to show off your Halloween creativity and become part of a fun Rock Falls tradition!
Participants will gather at Rock Falls High School for parade staging and lineup, then make their way through the parade route on their decorated golf carts and UTVs. Whether you go spooky, silly, creative, or downright spectacular, we want to see what you can come up with!
Register with Rock Falls Tourism and get ready to cruise through Rock Falls in a spectacular display of Halloween lights, decorations, and community spirit so gather your family, friends, neighbors, or coworkers and start decorating!
Decorating your Cart and Parade Rules
Bring your Halloween vision to life by covering your golf cart or UTV in lights, decorations, and Halloween flair! We especially encourage local businesses to participate by adding their business logo or branding to their ride. It’s a fun way to show your Halloween spirit while getting your business noticed throughout the parade!
To keep the parade safe and fun for everyone:
• All golf carts and UTVs must be decorated.
• Every passenger must be seated in a designated seat. No passenger overloads are permitted.
• The number of passengers cannot exceed the number of available seats.
• Decorations must be appropriate for a family-friendly event. Nothing offensive or inappropriate will be permitted.
• All drivers must have a current and valid driver’s license.
• No speeding, wheelies, burnouts, donuts, or other unsafe driving.
• Vehicles must travel slowly and follow the parade flow. This is a parade—not a race!
• No pushing, pulling, or dragging of anything.
• Small trailers are permitted, but no adults or children may ride on a trailer.
• Golf carts and UTVs must be properly licensed with the City of Rock Falls to be driven to the staging area.

Rock Falls Residents Registration
Rock Falls Residents or others with a Permitted UTV or Golf Cart – $10 Fee
If your UTV or golf cart is already properly permitted with the City of Rock Falls, you’re ready to join the Spooktacular Parade!
You do not need to apply for a temporary permit. Simply complete the application form and submit it to Rock Falls Tourism.

Payments can be made at the Rock Falls Tourism office. Cash, Check and Credit/debit card are accepted with an additional $3 processing fee.

One-Day Registration
Don’t currently have a fully permitted golf cart or UTV with the City of Rock Falls? You can still join the Spooktacular Parade! – $20 Fee
Participants who do not have a current City permit must complete the Temporary One-Day Permit specifically for the day of the event. This permit allows your golf cart or UTV to be operated on designated roadways in the City of Rock Falls during the day parade.
Important for ones without a Rock Falls off highway permit: Your golf cart or UTV must be trailered into Rock Falls. Once you have it trailered into Rock Falls, then you are free to drive your golf cart or UTV within the City of Rock Falls the day of the event and drive it to the staging area for the parade. There are certain roads you are not permitted to drive on such as Route 30 and 1st Avenue. Contact Rock Falls Police for more details regarding that.
What You Need to Do:
Complete the Temporary One-Day Permit.
Return the completed form to Rock Falls Tourism at 603 W. 10th St., Rock Falls, or email it to travel@visitrockfalls.com. Payments can be made at the Rock Falls Tourism office. Cash, Check and Credit/debit card are accepted with an additional $3 processing fee.
Decorate your ride and get ready for the parade!
Please remember: The temporary permit is valid for the event day only and does not provide ongoing permission to operate your golf cart or UTV on Rock Falls streets after the event.
Parade Route
The Spooktacular Halloween Lighted Golf Cart & UTV Parade begins at 6:30 PM at Rock Falls High School!
From the high school, participants will travel east on West 2nd Street, making their way toward the downtown area. The parade will continue through downtown before making the following turns:
➡️ Left onto 2nd Avenue
➡️ Left onto 1st Street
➡️ Left onto 4th Avenue
Finish at the new Micro Municipal Lot
Once the parade concludes, we encourage all participants to stick around!
All golf carts and UTVs will park in the Micro Municipal Lot, giving community members the opportunity to come out, walk around, and get an up-close look at all of your amazing Halloween creations.
Don’t leave just yet! We’ll also be announcing the Spooktacular Parade winners after the parade, so be sure to stick around to see who takes home the prize!
For Rock Falls residents looking to get their UTV properly licensed with the City, getting your plate and sticker is easy!
The application is available here or at the Rock Falls Police Department. Once completed, bring your application, your UTV on a trailer for inspection, your current insurance card, and your valid driver’s license. A $100 fee is also required.
Our officers will complete the inspection and help you through the process so you can get your UTV properly licensed and ready for the road!
PLEASE NOTE: This application is for City of Rock Falls UTV licensing and is NOT required to register for the Spooktacular Halloween Lighted Golf Cart & UTV Parade.
